Prohibits the release of inmates during a declared state of emergency without a court order. FACILITIES SHOULD HAVE SOME LOCAL AUTONOMY TO RELEASE/FURLOUGH NON-VIOLENT OFFENDERS WHO HAVE ADEQUATE MEANS AND HOUSING DURING DISASTERS.
