This amendment allows taxing authorities to temporarily lower millage rates without losing their ability to raise them back to prior maximum levels in the future. In doing so, it removes an existing restraint that helps protect taxpayers from future increases without voter approval. Tax reductions should be meaningful and lasting—not temporary measures that preserve the ability to increase taxes later and invite use for political expediency.
