GENERAL OBJECTION TO THE CREATION OF ADDITIONAL LEGISLATIVE CARVE-OUTS Our legislature should take a more practical and principled approach by adopting laws of general applicability rather than creating narrow statutory carve-outs tailored to individual jurisdictions. If a policy is appropriate for one municipality, parish or body, it should be made available statewide, allowing local governing authorities to determine whether and how it should be implemented within their communities. The continued proliferation of location-specific exceptions undermines consistency in the law and encourages piecemeal legislation rather than sound statewide policy.
