HB 611 would require pregnancy centers that provide βhealthcare servicesβ to be licensed by the Louisiana Department of Health. HB 611 is unnecessary and would place additional burdens on the amazing work of pregnancy centers that provide critical assistance to moms and babies.
HB 611 is flagship legislation of the abortion industry. A vote for this bill is a vote to join states like California, Connecticut, Massachusetts, New York, and New Jersey, the only other states that impose licensing requirements on pregnancy centers. These pro-abortion states are not friendly to pregnancy centers.
-- Medical Pregnancy Centers Already Operate Under Licensed Medical Oversight: Pregnancy centers that provide medical services such as pregnancy testing or ultrasound already operate under the supervision of a licensed medical director. This legislation duplicates oversight that is already in place.
-- The Licensing Process Would Place an Undue Burden on Pregnancy Centers:
Pregnancy resource centers are often small, non-profit organizations that rely on limited funding and staff. The licensing process and ongoing compliance requirements may force some of the smaller, more rural pregnancy resource centers to stop providing ultrasounds and pregnancy tests. This would be a disservice to women in rural communities who already face limited healthcare resources.
HB 611 is not about health and safety. It is a thinly-veiled attack on pregnancy centers that provide valuable free resources to otherwise underserved women and families.

A single mother contacted us after the state denied her services when she chose not to vaccinate her youngest daughter, a decision she made after her older daughter experienced a vaccine injury. We are happy to forward those emails to any legislator.
Vaccine records in lieu of public assistance are rules established by Louisiana for disbursement of federal funding (TANIF, Medicaid) - this is NOT required in order to receive this funding.

While on the face, HB 931 may seem like reasonable legislation: it precludes pregnancy centers from participation in state-funded programs if they condition a clientβs receipt of services on a requirement that clients attend or watch religious instruction. HB 931 further compels the Department of Children and Family Services (DCFS) to investigate any public complaint.
We oppose HB 931 because:
It is completely unnecessary. Pregnancy centers are not forcing anyone to receive religious services or instruction. While they do offer spiritual services, they are not required.
It is an attempt to scare pregnancy centers from offering religious service, even though state and federal law allows them to provide such a service even while receiving state funding for other services. It will also scare centers from participating in state funding programs.
It opens the door to false accusations that will send DCFS on countless investigations and require pregnancy centers who are only striving to help moms and babies to defend their actions.

Last year, LA Chapter of the AAP President Dr Bocchini testified about forcing chemo if a parent declines - no medical procedure should be forced, much less on children against parent's wishes. This bill takes into consideration, and excludes, emergency situations.
