The Safe Haven Awareness in Schools Act requires public high schools and middle schools to post signage on the backs of bathroom stalls educating students on the Safe Haven Law. This bill aims to inform teens facing an unexpected pregnancy that help is available to them. This bill comes after a newborn was found dead at the home of a 14 year old mother in Livingston Parish. Had the mother taken advantage of the Safe Haven Law and called 911, law enforcement could have saved the life of this baby. It is our hope that this bill could save the life of a future baby who would otherwise be in danger.

Present law provides that "Child sexual abuse materials" is any photograph, video tape, film, or other reproduction, whether electronic or otherwise, of any sexual performance involving a child under the age of seventeen.
Proposed law adds "deepfakes" to the definition of what constitutes "Child sexual abuse materials."
Proposed law then seeks to exclude from the definition of "deepfakes" "any material that constitutes a work of political, public interest, or newsworthy value, including commentary, criticism, satire, or parody, or that includes content, context, or a clear disclosure visible throughout the duration of the recording that would cause a reasonable person to understand that the audioor visual media is not a record of a real event.
The production, promotion, advertising, distribution, possession, or possession with the intent to distribute any sexual performance involving a child under the age of seventeen SHOULD BE ILLEGAL WITHOUT EXCLUSIONS.

While reducing unnecessary regulations is a worthwhile goal, mandating that two rules be repealed for every new rule is arbitrary and inflexible. If consolidation or repeal is appropriate, it can be addressed within the rulemaking process itself without imposing a rigid quota. HB 261 seeks to legalize abortion in cases of rape and incest. If enacted, this bill would put mothers and babies at risk. It is the position of Louisiana Right to Life that every person deserves the same protection under the law, regardless of the nature of their conception. Rape and incest are terrible, traumatic experiences, and abortion further adds to this trauma. Louisiana offers resources that help mom AND baby, while law enforcement and the criminal justice system should work to hold those accountable who violate women.
